Dave Rosado

S

heriff Dave Rosado is a 23-year veteran of the Chesapeake Sheriff’s Office. Born and raised in Brooklyn, New York; he moved to Chesapeake in 1999. While steadily rising through the ranks, Sheriff Rosado served with distinction in corrections, booking, support services, court services, administration, training, and public information. Sheriff Rosado is a Certified Jail Manager through the American Jail Association. In June 2023, he graduated from the 286th Session of the FBI National Academy in Quantico. Breaking barriers and building connections, Dave Rosado was appointed Sheriff of Chesapeake in November 2024; the fourth in the city’s history and the first Hispanic Sheriff.

In 2017, he served as the CSO's Director of Training ensuring all deputy trainees who graduate from the Chesapeake Law Enforcement Training Academy were trained and prepared for service. Sheriff Rosado led the agency’s response to the COVID-pandemic as the Chief of Administration, before taking over as the Chief of Corrections in 2019. As Chief of Corrections, he was responsible for all operations in the Chesapeake Correctional Center, as well as the safety and security of the approximately 800 offenders and more than 250 Deputy Sheriffs and civilians. As Chief of Court Services, Sheriff Rosado oversaw the safety and security of the 288,000 people who enter the Chesapeake courthouses, court security operations, and civil enforcement.

As Undersheriff, Sheriff Rosado expanded the CSO's School Resource Deputy (SRD) program to place 14 SRDs in elementary schools. He also oversaw an expansion of the Chesapeake Correctional Center to include a state-of-the-art mental health/therapeutic ward. In 2015, the City of Chesapeake awarded Sheriff Rosado a “Public Service Award” for his “Be a Hero, not a Zero” school assembly shows. Sheriff Rosado used his sleight of hand and knowledge of interpersonal communication concepts to perform this educational, anti-bullying magic show to 75,000 students in Chesapeake Public Schools and the Hampton Roads area. With a passion for community service, he considers it his mission to protect Chesapeake’s seniors and mentor its youth. Sheriff Rosado is the head of the Sheriff’s Office’s Senior Advocate” office—working with the Commonwealth’s Attorney to investigate crimes affecting seniors.

When Sheriff Rosado is not working or volunteering, he enjoys spending time with his mother, Gertrudis, his loving wife, Janet, and their two children, Ileana and Antonio.

Christopher Pascal

olonel Christopher Pascal is a 23-year veteran of the Chesapeake Sheriff’s Office. He was born and raised in Philadelphia, Pennsylvania, and moved to Chesapeake in 1998. As Undersheriff, Colonel Pascal is responsible for overseeing daily operations of the Chesapeake Sheriff's Office at the direction of the direction of the Sheriff. He is a Certified Jail Manager (CJM) with the American Jail Association and holds a degree in criminal justice. Colonel Pascal graduated from the Virginia School of Polygraph in May 2011 and is a licensed polygraph examiner.

Passionate about community service, Colonel Pascal is an avid volunteer and fundraiser for Special Olympics Virginia. In 2013, he received the “Kenny Fields Unsung Hero Award” for his outstanding contributions to the non-profit organization. In 2017, he was inducted into “Law Enforcement Torch Run Hall of Fame.” He also serves as a board member on the Executive Council for the Law Enforcement Torch Run. In 2017, the Called Church presented him with the “Martin Luther King Jr. Leadership Award” for his dedication to community service.

Colonel Pascal is a General Instructor, Defensive Tactics Instructor, ASP Baton Instructor, and a LawFit Instructor. He takes pride in remaining as active as possible with our training academy.

First and foremost, to Colonel is his family: his wife (Nikki) and children (Christopher, Natalia, Michael, Kyler, and Sophia).

Jenny Stafford

L ieutenant Colonel Jenny Stafford is a 28-year veteran, born and raised in Ohio, relocating to Chesapeake in 1994. She started her law enforcement career with the Chesapeake Sheriff’s Office in 1996 where she has progressed through the ranks while working, and supervising, in Corrections, Booking, Accreditation, Classifications, Work Force, Administration, Civil Enforcement, and as the Sheriff’s Office Training Academy Director. She now serves as the first female Lieutenant Colonel in the history of the Chesapeake Sheriff’s Office. She holds a B.S. in Behavioral Science, A.A.S. in Administration of Justice, and is a graduate of the FBI National Academy, Class #279. She is a Certified Jail Manager (CJM) with the American Jail Association and has obtained several awards and honors throughout her career to include the Martin Luther King Leadership Award, the Sheriff’s Office Community Service award, and three Meritorious Service Awards. Beyond her primary responsibilities, she has actively contributed to the community and professional entities by serving on various boards and committees, such as Chesapeake Integrated Behavior Healthcare, Department of Criminal Justice Services Jail/Court Security/Civil Curriculum Review Committee, Chesapeake Public Safety Memorial Committee, the Women’s Division Hampton Roads Chamber of Commerce – Chesapeake, Chesapeake Public Safety Alliance, Chesapeake Commission on Substance Abuse, and the Chesapeake Benevolent Law Enforcement Association. Lieutenant Colonel Stafford’s active involvement with various organizations allows her to give back to her community. Since 2009, she has served as the Program Administrator and Executive Board member for ASPIRE, a female scholarship program that falls under the Chesapeake Sheriff’s Office’s Children Today Leaders Tomorrow umbrella combining various skill driven workshops and structured activities centered on preparing participants to meet the challenges of tomorrow.
